55+ Home Buyer Trends

A joint study by the 50+ Housing Council of the National Association of Home Builders (NAHB) and the MetLife Mature Market Institute shows the recession has made 55+ buyers more practical when selecting a new home. Design considerations have become less important, and financial concerns have become more prominent, according to the study.  Previous studies from these two organizations found that most 55+ buyers depended on home sale proceeds to finance a new purchase. The most recent data shows that option diminished during the economic downturn.

In 2009, only 55% of new age-qualified active adult home buyers reported that their down payment came from a previous home sale, significantly down from 100% of respondents in 2005 and 92% in 2007. In 2005 and 2007, no active adult community buyers reported having to tap cash or savings for a down payment. In 2009, 45% of the average buyer’s down payment came from cash or savings.

The study, “Housing Trends Update for the 55+ Market,” explores recently released housing data from the Census Bureau’s 2009 American Housing Survey (AHS) on the 55+ demographic. The report focuses especially on households living in active adult communities.  “Most 55+ consumers—those who chose to move and those who stay in their homes—report that they are happy with their homes and communities,” said Sandra Timmermann, Ed.D., director of the MetLife Mature Market Institute. “But those who did move to an age-qualified community—about 3%—reported the greatest satisfaction, rating their homes and communities at nine on a one-to-ten scale.”

“By the year 2020, as Baby Boomers move into this age bracket, almost 45% of all U.S. households will include someone at least 55 years old,” said David Crowe, NAHB’s chief economist. “The number of those households seeking housing better suited to their changing needs will therefore rise dramatically.”  The desire to be near family and friends is the mature mover’s overwhelming motivation, the report noted. The design, amenities and appearance of the residence and the community remain important, but less so than before the recession. Buyers who fall into the 55+ age range that are moving into rental homes, both multi-family and single-family, cited a desire for less expensive housing as second in importance to living near friends and family.

“Proximity to work” was more important than in the past for those relocating to age-qualified, active adult communities—12% in 2009 versus 2% in 2001—underscoring the trend toward delayed retirement in this age group. There was also a reported increase in the share of 55+ single-family homeowners who say they work at home.

Home Affordability Continues in Mercer Co, NJ

The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of the Treasury have released the December edition of the Obama Administration’s Housing Scorecard. The figures show continued home affordability in the housing market, with interest rates near record lows.  The market, however, remains fragile.  Prices are unsettled in many areas (contact me to find out about your own community), but foreclosure starts and completions dropped significantly in November. 

“The Obama Administration’s broad set of programs have helped promote stability for the housing market, neighborhoods, and the nation’s homeowners, but there is much more work to be done,” said HUD Assistant Secretary Raphael Bostic. “Since taking office in 2009, the Administration’s efforts have helped millions of families stay in their homes and helped millions more refinance, but the data clearly show that the market remains extremely fragile. That’s why we’re continuing to focus on successfully implementing the programs we’ve put in place—such as additional refinancing assistance and emergency loans to help unemployed homeowners—and ensuring that help is available to homeowners as early as possible.”

Key points of the HUD report:
-Foreclosure starts and completions dropped significantly in November. As lenders review internal procedures related to foreclosure processing, many foreclosure actions have been delayed, leading to a 21% drop in foreclosure activity in November. While this is the biggest month-over-month decrease since 2005, the decline is likely to be temporary, as lenders eventually revise and resubmit foreclosure paperwork in the coming months.
-As expected with the expiration of the Home Buyer Tax Credit, new and existing home sales have remained below levels seen in the first half of 2010. However, the report shows that home prices and home equity declined moderately, as prices remain unsettled at this fragile stage of the recovery.
-More than 3.9 million mortgage aid offers were initiated between April 2009 and the end of October 2010—more than double the number of foreclosure completions during that time. These actions included over 1.4 million Home Affordable Modification Program (HAMP) trial modification starts, more than 600,000 Federal Housing Administration (FHA) loss mitigation and early delinquency interventions, and nearly 1.8 million proprietary modifications under HOPE Now. While some homeowners may have received help from more than one program, the number of agreements offered were more than double the number of foreclosure completions for the same period (1.7 million).

Anatomy of a Short Sale in Hamilton, NJ

Basically, a short sale is one in which there is more debt owing on the property than the property's value - termed "underwater" in many markets.  In countless cities across the country, short sales and distressed property or bank-owned homes account for more than 40% of all real estate sales.

Who is involved in a short sale?  First, the homeowner(s).  Second the lender (mortgage company or companies).  The sellers will have to explain their financial situation to the lender and convince them of their inability to pay the full balance owing on their home loan.  The lender will require documentation of the seller's finances. 

The lender wants a) to the paid the full amount of the loan, b) if that seems impossible, to minimize their loss.  A short sale is next-to last resort (last is foreclosure, expensive and tedious for the lender and the worst scenario for the homeowner).  Once the foreclosure process has started, it becomes more difficult to work out a possible solution with the lender, because of legal timeframes and filings which must be met.  Loan servicers are working on behalf of investors and are expected to negotiate the highest possible sales price for the property, which the lender may feel it can get through the foreclosure auction.

Another player in a short sale is the financial advisor or tax professional.  A short sale where a portion of the debt is “forgiven” is considered relief of debt, and may be treated as income for tax purposes. When debt is forgiven, the creditor (homeowner) must submit a Form 1099 to the IRS.  For more information, visit http://www.irs.gov/.  You may want to discuss with a tax professional future tax liability and consequences of the short sale in your situation.

The 4th player in this scenario is an attorney.  You should understand the law related to release of liens, mortgage liability, and future obligations.  Some government programs currently offered to homeowners facing foreclosure do not allow the lender to pursue any deficiency balance; however, not all homeowners will qualify for these programs.

Home Sales Prices Drop while Number of Sales Rise

Standard & Poor's S&P/Case-Shiller Home Price Indices was released. It is a leading measure of U.S. home prices that showed a deceleration in the annual growth rates in 17 of the 20 MSAs and the 10- and 20-City Composites in August compared to what was reported for July 2010.  Home prices decreased in 15 of the 20 MSAs and both Composites in August from their July levels.

"A disappointing report. Home prices broadly declined in August. Seventeen of the 20 cities and both Composites saw a weakening in year-over-year figures, as compared to July, indicating that the housing market continues to bounce along the recent lows," says David M. Blitzer, Chairman of the Index Committee at Standard & Poor's. "Over the last four months both the 10- and 20-City Composites show slowing growth, after sustaining consistent gains since their April 2009 troughs.  The month-over-month growth rates tell the same story. Fifteen of the 20 MSAs and the two Composites saw a decline in the month of August as compared to July levels. The 10- and 20-City Composites fell 0.1% and 0.2%, respectively. Indeed, the housing market appears to have stabilized at new lows. At this time, it does not seem that any of the markets are hanging on to the temporary momentum caused by the homebuyers' tax credits."

Chicago, Detroit, New York and Washington DC have all posted at least four consecutive months of positive increases in home prices.

The good news is that existing-home sales rose again dramatically in September, as reported by the National Assn of Realtors (NAR).  Existing-home sales, which are completed transactions that include single-family, townhomes, condominiums and co-ops, jumped 10.0% to a seasonally adjusted annual rate of 4.53 million in September from a downwardly revised 4.12 million in August.  The number still remains 19.1% below the 5.60 million-unit pace in September 2009, when first-time buyers were ramping up in advance of the initial deadline for the tax credit last November.

Lawrence Yun, NAR chief economist, said the housing market is in the early stages of recovery. "A housing recovery is taking place but will be choppy at times depending on the duration and impact of a foreclosure moratorium. But the overall direction should be a gradual rising trend in home sales with buyers responding to historically low mortgage interest rates and very favorable affordability conditions," he said.

The national median existing-home price for all housing types was $171,700 in September, which is 2.4% below a year ago. Distressed homes accounted for 35% of sales in September compared with 34% in August, and 29% in September 2009.

"Vacant homes and homes where mortgages have not been paid for an extended number of months need to be cleared from the market as quickly as possible, with a new set of buyers helping the recovery along a healthy path," Yun said. "Inventory remains elevated and continues to favor buyers over sellers. A normal seasonal decline in inventory is expected through the upcoming months."

Regionally, existing-home sales in the Northeast increased 10.1 percent to an annual pace of 760,000 in September but are 20.8 percent below September 2009. The median price in the Northeast was $239,200, which is 1.4 percent below a year ago.

Short Sales in Hamilton and Mercer Co NJ Rising

Reflecting the market nationwide, short sales in our part of New Jersey - Mercer County and surrounding areas - are on the rise.
The number of Short Sales flooding the U.S. real estate market has drastically increased in the past year – and will continue to rise, according to reports from Equator Financial Solutions and Campbell Communications.

Equator announced on July 15 that 300,000 Short Sales have been initiated on its system since November, according to a DSNews article. The company, which provides an online platform for 7 of the top 10 U.S. banks to manage their REO and Short Sale inventory, reported that it had hit the 200,000 mark for Short Sale initiations in June. In just a month's time, that number has increased by 50 percent.

Short Sales made up 18% of buy-side real estate transactions in June, according to an independent survey of more than 2,500 real estate agents across the country.

The survey, conducted by Campbell Communications, found that Short Sales constituted 12.5% of property sales in July 2009. That's compared with move-in ready and damaged REOs, which comprised 17.9 and 19.8%, respectively, of all closed transactions during the same time frame.That trend has apparently reversed. In June, move-in ready REOs and damaged REOs comprised 15.2% and 13%, respectively, of closed transactions.

"These numbers are encouraging because it tells us that more people are avoiding foreclosure," says RE/MAX Chairman and Co-Founder Dave Liniger (ABR, CDPE, CRB). "Short Sales are infinitely more complex and time-consuming transactions, so agents need to be educated on how to assist homeowners in this situation. We'll see an even greater influx of Short Sales flood the market as people take advantage of the government's Home Affordable Foreclosure Alternatives program."

The HAFA program, which streamlines the Short Sale process, was created to help both homeowners and banks avoid foreclosure, through the use of Short Sales or a deed-in-lieu of foreclosure when homeowners don’t qualify for or maintain a loan modification.

The HAFA program is crucial in streamlining the Short Sale process for homeowners, lenders and real estate agents as an alternative to foreclosure. Here are some of the key program guidelines:

  • Lenders must respond to Short Sale requests within 10 business days of receipt of the offer package.
  • The seller will be released from all liability for repayment of the primary mortgage debt.
  • Subsequently, the seller is entitled to a relocation incentive of $3,000, which will be deducted from the gross sale proceeds at closing.
  • The lender will be paid $1,500 to cover administrative and processing costs for a Short Sale or a deed-in-lieu.
  • The property must be listed with a licensed real estate professional who does regular business in the community where the property is located.
  • The lender is prohibited from requiring, as a condition of approving the Short Sale, a reduction in the agreed-upon real estate commission.

Staging your Hamilton NJ Home to Sell and Look Green

The Green movement isn't just a pretty word any more.  It helps sell homes, helps you save money, and preserve and protect our environment.  Here are some ideas to help you market your Mercer County home and emphasize its green features.

1.  Do an energy audit of your home and make a list of the changes and upgrades you have made.  This could include new caulking, insulation, lighting, EnergyStar appliances (those you will leave in the home), hot water heater, and solar panels.  If you have the records, show prospective buyers how much you have saved in your energy bills since you have made these changes.

2.  Market your green features in a special way, through a web site or book you leave in the home for showings.  Illustrate inside and outside features, from hot water heater, to bamboo flooring, to water-saving changes you have made in your landscaping.  This book will be the visual presentation of the list in #1.

3.  Start using green products so when buyers open your cupboards, they see green cleaning supplies.

4.  If you don't have one now, create a recycling center.  Even just labeling boxes or bins in the garage "Newspaper" and "aluminum cans" will show buyers you live the lifestyle.

5.  Do a sniff test in your home.  Do you smell paint or chemical cleaners?  A vinyl shower curtain?  These aren't as healthy and green, odor-free products.  The sniff test includes, of course, food and pet odors.  Try to make your home odor-neutral.

6.  Decorate with natural products.  Instead of buying a silk plant for the living room, buy a live one.  This time of year you can find flowering plants for low prices almost everywhere.  Use them for color and aesthetic appeal.

7.  If there are items in your home that you know buyers will replace, like old carpet or flooring, be ready with suggestions on green materials and where they can find out more.  Other items you can consider would be window coverings and bath fixtures as well.

8.  Improving the Green curb appeal of a home can include a small vegetable garden, water-saving fixtures, native grasses, lawn alternatives, collecting rain water, and a compost bin.  Whatever you have the time and the inclination to use yourself, will help the Green appeal of your Hamilton home.

New Home Forecast for Mercer County NJ

According to economists speaking at the International Builders' Show in Las Vegas this past  week, the end of the economic recession, along with the continuation of low mortgage interest rates and stabilizing housing prices, will result in growth in the nation's housing market this year.  But improvements will come slowly as high unemployment levels will discourage consumers and push home foreclosures higher.

"The stage is set for the consumer to return," said David Crowe, chief economist of the National Association of Home Builders (NAHB), and because of the slow pace of the recovery home builders will profit from generally low inflation in building materials prices and wages.  Crowe warned that this remains "a cautionary period" for housing, largely because of the discouraging level of joblessness.  The inability of builders to obtain financing for new residential development is also "a significant retardant to recovery," Crowe said.

NAHB is forecasting 697,000 total housing starts in 2010, up 25.6 percent from an estimated 555,000 units last year. However, this year's recovery will occur entirely in the single-family sector, where starts are forecast to rise 37.7 percent from 443,000 last year to 610,000, he said. Suffering from an acute shortage of available financing, multifamily starts are expected to lose further ground in 2010, slumping to 87,000 units, down 22.3 percent from last year's 112,000 level. In 2008, 285,000 multifamily units were started, which is near the level that is needed to keep the supply in balance with demand.
